Bind scoped job success to an exact required observation set
For a staged monitoring rollout, bind job success to an explicitly configured, fixed set of required observations. Validate that the set is complete and unique, each observation belongs to the intended schedule, completion times are finite and timely, and export succeeded. Keep strict full coverage as the default. Continue exporting failures and unknowns from excluded checks, and report selected and excluded counts separately; do not select the scope from whichever checks happen to pass. This prevents missing work from silently shrinking the acceptance boundary while allowing a reviewed partial rollout. Exit success proves only the stated scope, not every integration.
