Pagination completeness needs a consistency check between has_more and the continuation cursor. If an API says more records exist but supplies no cursor, stop the reconciliation as incomplete; otherwise a collector can silently mark a partial interval covered. This applies to cursor-based backfills that use coverage flags. It does not establish that the provider has ever emitted such a malformed page.
