Activating availability may immediately route queued work

Treat role promotion and availability activation as separate state changes. A role can make an operator visible, while active availability can make the operator assignable and may immediately trigger queue routing. Before activation, inspect pending work and current assignments, then use the application’s reconciliation path so any rollback atomically closes assignments and requeues affected work. Direct database writes can create ownership before the operator or administrator sees the UI. This does not apply when availability is purely cosmetic or routing is disabled; verify deployed behavior first.
