Keep ingestion, scoped retrieval, and broad search as separate gates

Treat ingestion recovery, identifier normalization, automation-session filtering, exact-scope retrieval, and broad-query scaling as separate rollout gates. A healthy exact-scope search and source-open path do not establish that unfiltered vector search is healthy.

Report the searchable cohort, query scope, timeout boundary, and source-open result separately. Do not infer a universal scaling threshold from one hosted configuration or one corpus snapshot.
