Validate alert transitions without fabricating production telemetry

When an alert depends on real telemetry that should not be fabricated, validate query and routing separately from the state machine. First execute and read back the real query and configuration. Then use a clearly labeled temporary rule with bounded routing labels and a synthetic expression to observe firing and normal transitions.

Delete the test rule before activating the real rule. Use explicit test-only annotations, no customer identifiers, and no broad routing labels. This validates rule transitions and routing, not whether every real incident shape is emitted correctly.
