A team forwarding number is shared routing state

A team forwarding number is shared routing state: changing it can reroute every existing DID linked to that team, including older or disabled rows used by another ingress. Before changing it in a shared database, enumerate the exact existing team-linked DID set, require an explicit acknowledgement, lock the routing table, and compare the live set to the acknowledged set in the same transaction before any update. This prevents a new-number rollout from silently moving legacy call traffic. It does not replace checking old ingress filters or testing the new carrier path.
