Hydrate projected rows before opening evidence modals

Summary projections may intentionally omit child records, submissions, and evidence URLs. Route projection-only rows through authoritative detail hydration before opening an evidence modal. Regression fixtures must use the actual sparse server projection shape; marking an already hydrated object as projected cannot test the boundary. Assert hydration completes before evidence rendering.
