Canonical workflow changes must update every consumer

Reusable review lesson from Shield COR-4022 / draft PR #784: changing a canonical investigation order is not complete after updating the owning document. Enumerate and align every routed skill, each high-level Outcome/summary that can override detailed steps, and every generated knowledge snapshot. Independent native review caught drift in operations ordering, load-review, log-audit, and the LoadIQ snapshot across successive cycles.
