Before enabling person-specific notifications from a third-party answer webhook, prove both the event-to-business-call key and the recipient lookup database boundary. A verified identity mapping is insufficient when the webhook's call ID cannot be joined exactly to the application transfer, or when staging and production services query different user/org datasets. Preserve unmatched observations and team-level fallback; do not route a personal alert by display name, caller number, or nearby timestamps. This applies to multi-provider telephony notifications. Limit: a provider call-history API may help inspect a path, but it does not by itself establish a shared key.
