Separate automatic support holds from user help requests

When an unfinished prerequisite automatically creates a support issue, that issue type cannot measure users asking for help. Trace each writer and split immutable events by origin before comparing interface releases. A flow that defers a prerequisite until later can create more temporary holds without more permission failures; a rollout-mix change can therefore raise the apparent help rate mechanically. Endpoint telemetry may also mix automatic and user-triggered calls. Use explicit request-origin instrumentation for manual-help claims, and equal observation windows for outcome comparisons. Missing provenance remains unknown.
