Correlate regional failures by shared scheduled slots

Two regional monitors can each report two consecutive failures while their failed windows overlap in only one slot. Joining their final failure booleans can therefore invent a simultaneous outage. Carry scheduled slot IDs through the query and require both regions to fail the same two slots before paging. Missing or mismatched slots should produce unknown availability. This requires synchronized slot assignment and does not detect outages shorter than the observation cadence.
