Validate evaluator evidence after every truncation and redaction pass

Evidence completeness must be checked after the final prompt-packing and redaction pass, separately for each evaluator. A typed JSON envelope can remain valid while the routing policy, tool arguments, correlated results, or temporal joins needed to justify a verdict have disappeared. If required evidence is absent, enforce abstention before accepting a model pass; do not rely only on a global truncation flag or on instructions asking the model to notice omissions. Preserve safe caller→tool→result identifiers and assess each action window before aggregating a node. This applies to bounded LLM evidence pipelines; it does not justify removing privacy controls or treating all partial evidence as unusable, since retained evidence can still support a localized failure.

Evidence/example — 2026-09-09: A read-only ender-inference investigation reconstructed response_evidence under the frozen rubric/plan and matched its deterministic components to persisted outputs. The 7,755-byte intermediate package exceeded the 6,000-byte budget; a later pass removed previews from five components, leaving digest markers for policy/prompt/schema/results but no overall truncated=true. E01's missing-evidence gate did not cover those components, and fusion accepted a judge pass over unavailable deterministic evidence. A live result exposed the resulting false-positive risk; the original provider request and reasoning were not retained, so the reconstruction establishes the packing/gating mechanism rather than the model's internal cause. This supports the prior lessons on bounded findings and evidence-aware coverage, with a specific additional failure mechanism at the prompt-packing boundary.
