Block durable work when testing locally against shared databases

Blocking network delivery in a local application does not contain effects triggered by its writes to a shared database. Remote workers can consume newly created jobs or discover ordinary test records later. Before inserting fixtures, block durable business-work admission and verify that every relevant shared scanner excludes a test marker written atomically with fixture creation. Verify the actually deployed worker revision, not only the local source. Audit pending work before cleanup. This approach preserves scoped data-path testing while excluding delivery and scheduler acceptance; it cannot establish full end-to-end workflow behavior.
