Test independent routing predicates in isolation

When routing criteria are specified as separate match rules, preserve their OR semantics explicitly: each predicate must independently qualify a record for the destination. Test each condition in isolation, their combination, neither condition, and an unrelated route that must remain unchanged. Keep the tests at the same normalization and precedence boundary used by production routing.

A requirement or handoff that states these cases is not evidence that the implementation exists or that staging validation has occurred; report those states separately.
