Extractor agreement is not final-route agreement when OCR has post-model rules

A paired model replay is not an end-to-end evaluation if the application applies OCR-dependent rules after model extraction. Before labeling agreement as final verification accuracy, enumerate scanner fallback fields, text-grounding gates, document-safety overrides and capture-selection dependencies. Replay through those same boundaries, or label the metric explicitly extractor-only.
