Retain complete positive facts within incomplete artifact coverage

Evidence verification should distinguish a complete positive observation from exhaustive coverage of its parent artifact. When a native PR response is incomplete, a fully observed, identity-bound file patch can still establish that exact file's positive source changes. Discarding it loses useful evidence; promoting it to whole-PR or task completion overclaims. Scope the receipt to the immutable file and reject parent, unspecified or unrelated targets. Independent review must preserve the original promise rather than narrow it to the available evidence.

Applicability and limits: This method applies to positive source-change claims with exact native repository, PR, head/base, owner and publication-time binding. It does not establish runtime behavior, deployment, tests, omitted dependencies or persistent absence of work. Local packet truncation or redaction and malformed coverage invalidate the observed contract; individual incomplete/sensitive rows remain explicit gaps.
