Relaxing one classification rule must account for overlapping labels
When replacing blanket rejection with evidence-based review, separate observed classifications from the policy actions they cause. A record may carry multiple labels; leaving an overlapping label as an unconditional failure can silently preserve the old rejection. Define precedence explicitly, keep the observations intact, and test both overlap and standalone cases through the real decision entrypoints. Also avoid deriving audit reasons from the final failed status: an unrelated hard failure may be the cause.
Applicability: eligibility systems with overlapping document, risk or account classifications. Limits: this does not imply that all labels should become reviewable; independent prohibitions and human authority require their own explicit policy.
