Verified caller identities are not portable across providers

Before copying a transfer design, determine what a provider's verified identity token proves and whether verification requires control of the number. If arbitrary inbound numbers cannot be synchronously verified, use the provider's supported external-transfer primitive with the original calling party and owned receiving number. Diagnose discrepancies at provider egress. Do not add asserted-identity headers without packet evidence when provider records already show the correct caller identity.
