Bind new review checks only to outcomes that require review
When promoting an informational check into a review rule, preserve existing human approvals for outcomes that do not activate the new rule. Older approvals cannot contain the new check's fingerprint. Requiring it after a successful or unavailable check can reopen unrelated waived failures during rollout. Tag the new snapshot separately from older checks and require matching approval only for an explicit blocking outcome. This does not exempt a newly confirmed mismatch: that outcome must require review against its current evidence. The policy for unavailable results must remain explicit.
