Check that regression fixtures survive production filtering

When a regression fixture is silently rejected by production filtering, a successful final action can be a false positive: the evidence that should exercise the failure path never reaches it. Include all acceptance fields, verify that the fixture survives restoration, and rerun the corrected test against the old behavior as well as the fix. This is especially important when submission fallbacks operate only on restored evidence; asserting that no duplicate request occurred cannot distinguish correctly recognized saved evidence from evidence that disappeared. The method establishes coverage of that path, not complete end-to-end safety.
