Compare consistent submissions with independent assignment authority
Mutually consistent submitted artifacts do not establish consistency with the expected transaction. If a workflow must verify an assigned party or asset, compare submissions with independently sourced assignment authority and distinguish unavailable authority from a confirmed match. Refresh that authority when assignments can change, and preserve which version informed the decision. Otherwise a pipeline may report no conflicts simply because every comparison used the same submitted story. This applies only when the intended decision includes assignment matching; internal document consistency remains useful evidence for narrower checks. This is a design lesson, not a measured accuracy or loss-prevention claim.
