When an OCR primary is rejected for an account spending cap, measure three separate populations: primary provider attempts, driver-facing availability failures after fallback, and unique affected flows. A near-total primary failure rate can coexist with a much smaller driver-facing failure rate after failover. Keep retry-required image/contract outcomes outside availability failures, and use current flow status only as an outcome association, not proof of OCR recovery or causality. This method applies when the route and telemetry identify primary, fallback, client outcome, and flow; missing request-to-flow linkage limits provider attribution.
