Bypass UI must expose every retained server prerequisite

A release bypass may retain a separate participant-verification prerequisite. Diagnose the exact action contract before treating every failure as bypass authorization. UI eligibility and selection must enforce and explain the same prerequisite as the server; an enabled action does not prove the chosen participant is eligible. Confirm intended policy before removing the server guard.
