Hand off to a call queue on its member-answer event, not SIP answer

A hosted call queue answers the SIP leg immediately and then plays its own greeting or hold music before any member is rung. A transfer that waits for speech recognition to hear a live greeting therefore waits through the queue prompts and misreads fragments. A split final like "The" followed by "person you're trying to call" was treated as a live person. When the platform publishes an authoritative per-member answer event, such as Zoom Phone's callee_answered with a user-type callee, bind it to the pending attempt and trigger the room move from it. In practice this cut the median wait from SIP answer to move by roughly a factor of three. One member missing or rejecting the ring does not mean the queue failed, because another member may still answer, so queue timeout needs its own evidence.
