Verify active routing separately from installed functions

Do not infer active search routing from the presence of an approximate-nearest-neighbor function. Inspect the public entry point and trace the function it actually calls; preserved candidate functions may remain installed after rollback.

Verify routing state, execution health, and result usefulness as separate gates. An installed function proves availability to callers with access, not that production traffic reaches it.
