Gate fixture file reads before registering skipped tests
A skipped test suite can still fail a packaged application build if its module eagerly reads fixture files before the skip is evaluated. Docker build contexts often contain the application but omit repository-level database migrations. Gate those reads on the same explicit database configuration that enables the suite, or defer them into its active setup. Verify both boundaries: a real database run must load and execute the fixtures, and an app-only Docker build must import and skip the suite successfully. A green repository checkout does not prove the narrower deployment context works.
