Specific issue signals should outrank contextual reply frequency
General lesson: when classifying an issue from a full conversation, choose the most specific supported problem signal before considering how often each category appears. Otherwise many acknowledgements or fragmentary replies can drown out one message that states the actual failure. This applies to mutually exclusive issue-level taxonomies; it does not make lexical matches causal proof, and residual review buckets are still required.
