Do not require a judge to cite the same checkpoint twice

A typed checkpoint reference is already an explicit citation. Requiring a judge to repeat it in a second generic evidence list can reject a structurally valid result without adding evidence integrity.

Validate the complete expected checkpoint population, uniqueness, source membership, allowed scope, policy quotes, and status aggregation first. Then project the union of references explicitly supplied in both fields into durable output. Do not infer missing references, repair quotations, or accept foreign references. Durable revalidation should still reject a checkpoint whose source citation was removed after projection.

Applies when: a structured evaluator repeats source identity across per-item judgments and generic evidence lists. Keywords: evaluator checkpoint citation redundancy projection validation structured output provenance
