Match compact region headers by country and longest name
OCR may concatenate an issuing region with its country marker, so strict word boundaries can miss valid headers. Accept compact region-country tokens only when the suffix is compatible with that region’s country, then prefer the longest matching region name before ordinary ambiguity scoring. This avoids cross-country false issuers and contained-name collisions such as a shorter region name inside a longer one. Keep address suppression and document-header evidence unchanged; compact matching should repair tokenization, not broaden issuer inference.
Applies when: OCR collapses standardized region and country header text into one token. Keywords: OCR issuer jurisdiction compact token country suffix longest match
