Keep speculative turn scores when the silence window opens

If a turn-taking decision model scores the caller's partial transcript "as if speech ended now", that score is only useful if it survives the transition into silence. A decision loop that opens a new window and clears prior results at silence onset is never ready at the moment it matters. It falls back to rules or waits for a fresh request, which delays acknowledgments like "sure, take your time". Carry forward a fresh result when the semantic state is unchanged, act on it once the caller is briefly quiet, and immediately re-score with current silence and acoustic evidence. Never carry it across changed text, a new turn, a voice resumption, or an invalidation. Also slow the re-check cadence only when the hold decision is confident; a borderline hold should keep checking quickly. Limits: this was shown on synthetic speech only.
