Gate voice call completion on required business data

When replacing scripted voice turns with a continuous conversation, keep the business completion rules explicit in tool state. A stronger model can answer interruptions more naturally, but retained context alone does not prove that every required field was collected. Preserve the existing step handlers and typed records, allow free-form answers between them, and gate the goodbye on both required data and completed audio playback. This applies to a narrow pilot as well as a full migration; confirm each workflow separately before expanding scope.
