Audit terminal status vocabularies across every scheduling gate
When an external logistics system has a post-delivery release status, check that status against every terminal-state gate rather than assuming a delivered check covers it. A later released value can pass both database pending-call cleanup and worker pre-dial checks when each maintains the same incomplete status allowlist. Successful synchronization then preserves the correct external value while unwanted calls remain eligible. Verify the tenant's meaning before adding a terminal value, and audit scheduling creation, cleanup, dispatch, and retry paths together. A status snapshot alone does not prove when the provider first exposed it. Applies when: Calls continue for a shipment whose external state has progressed beyond delivery.
