Automation guards must preserve a compliant path for delegated, commit-only work. A Linear kickoff that always creates and pushes a draft PR conflicts with an explicit no-push/no-PR task boundary, and can prevent even harmless repository inspection; either provision active issue state before delegation or offer a no-PR activation mode. Limit: observed in one guarded local worktree; this is a workflow-design lesson, not a claim about the current status of any issue.
