A rejected LiveKit API call can still have a downloadable PCAP
When LiveKit CreateSIPParticipant reaches a SIP provider but returns an origination rejection, missing call IDs in the SDK result do not establish that no provider leg or packet capture exists. The Cloud Telephony dashboard may retain a failed call record, its LiveKit identifier, full SIP Call-ID, and downloadable PCAP even though the application received an exception. Correlate caller, destination, trunk, timestamp, and failure before inspecting the authenticated INVITE and final response. This closes a request-versus-intent gap without changing caller-ID headers. Availability depends on capture retention and access; errors before SIP origination may not produce a trace.
