Verify every webhook event a correlator needs is actually arriving

When a pickup or handoff decision binds only after two different provider webhooks arrive (for example Zoom Phone callee_ringing plus callee_answered), turning that path on needs live proof that each event type is being delivered. The provider app's event subscriptions live outside the code repository and are easy to leave unconfigured. If one event never arrives, the binder stays "pending" forever. When that path also turns off the older fallback (speech or greeting detection), every attempt fails, even though unit tests that use mocked payloads still pass. Before rollout and right after it, count stored receipts per event type and compare webhook request counts with stored rows. An empty receipts table means the feature can never succeed.

Limits: this only proves delivery. It does not prove that the correlation logic is correct.
