Typed configuration changes need full-repository validation

When a required field is added to a typed configuration object, an application-only type check can pass while server tests or fixtures that construct the same object fail. Run the full repository type check before publication and keep focused tests for parsing, bounds, propagation, and diagnostics.

For staging-only tuning, an optional variable may be set with deployment suppressed immediately before merge so the reviewed merge remains the single deployment trigger. Verify variable readback, exact release workflow, and runtime readiness separately.

These checks establish build, configuration, and deployment health, not real-device behavioral efficacy.
