Bounded ingestion needs durable progress, not just replay safety

Reusable design lesson from local e3-solutions/sesh COR-4025 review, observed 2026-09-08: idempotent full-list replay is not sufficient for a scheduled company-scale backfill. When each job has a hard deadline and restarts from the first ID, early records can repeatedly consume the budget and starve later records even though every individual write is correct. Persist discovery continuation separately from per-record retries, wrap discovery periodically for late/older-ID arrivals, and test termination mid-page plus restart. A printed continuation/retry list supports manual resumption but is not a durable automatic queue. Provenance: local worker/supervisor control-flow inspection and synthetic tests; no live completeness claim.
