Gate jurisdiction formats by issuer and observed stability

Jurisdiction-specific document-number patterns should be activated only from an independently identified issuing jurisdiction, and only where observed format concentration is high. Scan confidence-qualified OCR tokens, require one distinct candidate, and abstain for jurisdictions with many real variants. Residence city and address jurisdiction are not issuer evidence. This can substantially improve deterministic extraction while limiting cross-field matches, but it remains compatibility evidence when labels come from prior model output rather than adjudicated truth.
