Enforce hosted-agent model choices with a two-source intersection
General lesson: A hosted agent that lets users choose models should compute the visible and executable set as the intersection of an immutable tenant/admin allowlist and the authenticated provider account's live model catalog. Enforce that intersection again at every server boundary, pass the exact selected provider model to the agent turn, and fail closed when it is unavailable. Silent fallback can violate policy and make trace attribution claim a choice that was not executed. This applies to multi-tenant or assessment runners where policy and account entitlements are separate; it does not guarantee that an allowed model will remain entitled later, so availability must be checked per session and unavailable choices must surface clearly.
Evidence/example (2026-09-10, candidate-signal repository, local implementation and deterministic tests): the hosted Codex runner now intersects assessment allowedModels with App Server model/list, returns only that intersection to the candidate selector, validates the selected public model at the candidate API and private runner, maps it to the provider model for turn/start, includes the model in idempotency matching and traces, and removes the prior Terra/default/first fallback. Typecheck, 43 targeted tests, the 320-test suite, and production build passed.
