Opt-out intent must survive attribution review flags
A deterministic opt-out command must remain actionable after the conversation has been uniquely attributed, even when the same text also contains language that would normally trigger context-change review. Otherwise, a message such as a disclaimer followed by STOP is stored as ambiguous and the opt-out never executes. Preserve ambiguity for uncertain provider contacts or case ownership, but once attribution is safe, let opt-out intent override semantic context flags and suppress all automated acknowledgments. This is a safety exception, not a general bypass for call or human-handoff requests.
