Separate configuration support, regional price, and live capacity

For a compute deployment pinned to exact hardware and a narrow region, treat configuration support, calculated unit price, account entitlement, and live capacity as separate gates. Public documentation or an SDK signature can prove a selector exists, but not that an authenticated account may use it or that capacity is available now.

Apply any regional multiplier to the complete requested resource subtotal when the provider specifies that rule, and measure large-payload transport separately if it leaves the selected region. Only a bounded exact-hardware allocation test proves allocation; only billing readback supports charged-cost claims.
