Support closure and workflow completion need separate outcome measures
Reusable measurement lesson: an issue-bearing workflow is not necessarily support-dependent, and closing its issue is not proof that the workflow completed. Keep four dimensions separate: unresolved actionable work, explicit intervention with a completed outcome, tracking-only completion, and tracked-but-stalled workflows (including closed issues). Do not count notes or follow-ups as causal assistance, or mutable workflow updated_at as user progress. Reconcile legitimate waiting/cancellation before calling stalled cases failures; optimize outcome recovery rather than fewer detected issues. Method derived from a read-only workflow-outcome audit on 2026-09-05; no customer records, production counts, or configuration state included.
