Optional provider times must not invent scheduling instants

When an external integration makes pickup time optional, keep date-only evidence separate from the exact scheduling instant. Parsing a date-only value as UTC midnight can trigger retry/SLA alerts at a false time. Select the first strictly validated time-bearing candidate instead, and validate calendar components before JavaScript Date.parse because it normalizes impossible dates such as February 30.
