Treat repeated OCR configs on one crop as correlated evidence

When multiple OCR configurations process the same pixels, their agreement is correlated evidence, not independent corroboration. Threshold, unclip, or resize changes can repeat the same segmentation mistake, so a safe field override should require agreement across distinct crop regions or an independent source, plus explicit field-label association and domain checks. Configuration consensus can still rank candidates or diagnose stability, but it should not alone authorize replacing a validated value. This is deliberately conservative and may reduce recall when only one usable crop exists.
