Balance structured-action corpora at decision level
Call quotas do not create balanced supervision for structured-action models. One call can yield several decisions from one dominant route while rare sibling actions contribute almost none. Build training and development manifests around aligned decision examples, then enforce per-route, per-family, and argument-bearing support while keeping calls disjoint across splits. Report call counts separately from decision counts and effective sampler exposure. Limits: decision balancing changes production prevalence, so retain a natural-distribution sealed holdout and use explicit sampling metadata rather than copied rows.
Applies when: conversations produce multiple tool-routing or argument-supervision events. Keywords: structured actions call balance decision examples routes arguments sampler
