Persist idempotency for receipt-producing inspections

Persist the idempotency identity of read-like control commands before calling a remote executor whenever that executor journals results. A status or inspection call may not mutate the provider, but a lost edge response can still strand its completed receipt; retrying with a new UUID makes reconciliation chase an unreachable result. Reuse the same key only while the outcome is uncertain, then clear the intent after a verified response so later health checks remain fresh. Ordinary stateless GETs without external receipts do not need this machinery.
