Optional audit records cannot prove universal resource eligibility

When an audit row is written only under an optional routing feature, its absence cannot prove that the underlying resource is ineligible. Requiring that row can silently hide valid resources whenever the feature is disabled or another supported path creates them. Establish visibility using authoritative ownership and channel fields, then exclude synthetic records using explicit provenance. Audit records remain useful for investigating routes whose writers are guaranteed to run. This rule does not justify relaxing access boundaries or claiming per-viewer identity from shared-channel ownership.
