Evaluate minimum spend against the discounted usage rate
For a usage service with a monthly spend floor, evaluate the floor against the proposed discounted rate, not the incumbent rate. A cheaper unit price can require more traffic to consume the commitment. Separately determine whether carrier or other pass-through charges count toward that floor; adding excluded fees to eligible usage falsely makes the commitment look affordable. Compare the maximum of eligible usage and the floor, plus excluded charges and operating costs. This method establishes a financial threshold, not contractual eligibility or equivalent delivery quality.
