Distinguish source-pool exhaustion from training admission eligibility
A complete training-data census must prove both source-pool exhaustion and admission eligibility. Before claiming there are no unused real examples, show that every authorized source call was acquired, every resulting turn was reviewed, and every excluded row has a frozen reason. Count near-candidates separately: reviewer agreement is not admission when policy also requires high confidence, temporal integrity, transcript fidelity, context, or unambiguous labels.
Applicability and limits: this proves exhaustion only for the enumerated authorized pool. It does not establish broader production coverage, authorize new sources, or make excluded examples safe. Extend the pool or change the policy explicitly; do not silently weaken gates to manufacture data.
