Remove duplicated admission gates when configuration owns eligibility

When operator-managed configuration is the declared source of truth for categorical eligibility, every admission, claim, revalidation, assignment, and reconciliation boundary must use that same decision. Hard-coded copies downstream silently override valid configuration and create contradictory behavior. Keep local checks only for orthogonal safety constraints such as active human ownership, stale state, external-effect failures, and forbidden actions. Test each configured category through the full lifecycle, including retention after reclassification.
